no. westwood lake used to be a shallow marsh till 1908. then a dam was build for power generation, but the powerplant was superseded by new power sources in 1957, and the lake and its immediate surroundings were dedicated as a city park. it now has development going almost right up to its eastern shore, and is often too busy for my taste, but one can still find times when it's relatively quiet.

That's a large lake! Cool. We've got a small lake (pond compared to that!) in our general area, it's in the middle of a suburb and right next to the zoo & automotive & transport museum. It's the same: really busy but you can get a quiet moment and some good shots if you hit it in the right place at the right time.
