Frank Murkowski is a Republican slime from whom I wouldn't be surprised to hear disgusting expressions of non-compassion, but even considering the source, I assume when I read that quote that "those who just want a $2000 handout" means people who didn't even live in the affected states. Do you have more context that proves that he actually means that some of the people in the shelters aren't needy enough to deserve this help?
