I think the spots are a disease or something, mine get that every once in awhile.

As to the rose not blooming true to description/label, it could be several things. It could have been mis-labeled at the nursery, it could be the soil conditions aren't ideal. It could also be a young plant??? I've noticed my roses are blooming better (colour/scent wise) now that they are a few to several years old. How long ago did you buy yours?
