They're much less annoying -- I started using them when I was in Vancouver, and they've continued good in Toronto.
Admittedly, my only experience with bittorrent has been Fedora distros and some Baen promotional CD images, but those all come down quite briskly using the default gnome bittorrent client.
Which is not to say that Telus' traffic shaping might not be sitting on the core routers, and not just be for their IP range, but it might be worth a try.
