I keep thinking that it all comes back to the creation of the Department of Homeland Security and its taking on the functions of FEMA, except that it didn't DO ANYTHING with the functions of FEMA except to take all its money and shove it in the direction of Iraq. There's a Times-Picayune article in which somebody local said that they were very unhappy about this and attempting to make to DHS the case that the levees WERE a matter of security to New Orleans. We can see how well that worked out.
